09/18/2019: China Simulates Coronavirus Outbreak at Wuhan Tianhe Airport #

On September 18, 2019, the Executive Committee of the Joint Military Games of Wuhan Customs held an emergency response exercise with the theme of “Guarding the Security of the Country and Ensuring the Safety of Military Transport” at Wuhan Tianhe Airport. In the form of actual combat.

The exercise simulated the handling process of a case of excess nuclear radiation in luggage items found in a passenger passage, and the entire process of handling a case of new coronavirus infection found in an airport port passage. The COVID-19 outbreak is having a devastating impact on the American travel and tourism sector and a new report from the U.S. Travel Association and Oxford Economics has highlighted the level of financial damage it has inflicted.

With flights grounded, hundreds of millions of Americans on lockdown and borders closed, the U.S. is forecast to suffer a $519 billion decline in direct travel expenditure translating into a $1.2 trillion loss in economic output – a financial impact 9 times worse than 9/11. Travel industry revenue is expected to fall 81 percent over the next two months while it is forecast to decline 45 percent over the entire year.

Employment is also suffering with the report forecasting 8 million job losses within the industry by the end of April.

8/21/2019: University of Kansas Researcher Indicted for Fraud. Failing to Disclose Conflict of Interest with Chinese University.

Feng “Franklin” Tao, 47, of Lawrence, Kansas, an associate professor at KU’s Center for Environmentally Beneficial Catalysis (CEBC), is charged with one count of wire fraud and three counts of program fraud.

He was employed since August 2014 by the CEBC, whose mission is to conduct research on sustainable technology to conserve natural resources and energy.

“Tao is alleged to have defrauded the U.S. government by unlawfully receiving federal grant money at the same time that he was employed and paid by a Chinese research university — a fact that he hid from his university and federal agencies,” said Assistant Attorney General Demers for National Security.

Any potential conflicts of commitment by a researcher must be disclosed as required by law and university policies. The Department will continue to pursue any unlawful failure to do so.”

The indictment alleges that in May 2018 Tao signed a five-year contract with Fuzhou University in China that designated him as a Changjiang Scholar Distinguished Professor. The contract required him to be a full time employee of the Chinese university.

While Tao was under contract with Fuzhou University, he was conducting research at KU that was funded through two U.S. Department of Energy contracts and four National Science Foundation contracts.

1/28/20: Dr. Lieber - Harvard #

Dr. Charles Lieber:
According to court documents, since 2008, Dr. Lieber who has served as the Principal Investigator of the Lieber Research Group at Harvard University, which specialized in the area of nanoscience, has received more than $15,000,000 in grant funding from the National Institutes of Health (NIH) and Department of Defense (DOD).

These grants require the disclosure of significant foreign financial conflicts of interest, including financial support from foreign governments or foreign entities. Unbeknownst to Harvard University beginning in 2011, Lieber became a “Strategic Scientist” at Wuhan University of Technology (WUT) in China and was a contractual participant in China’s Thousand Talents Plan from in or about 2012 to 2017.

China’s Thousand Talents Plan is one of the most prominent Chinese Talent recruit plans that are designed to attract, recruit, and cultivate high-level scientific talent in furtherance of China’s scientific development, economic prosperity and national security.

These talent programs seek to lure Chinese overseas talent and foreign experts to bring their knowledge and experience to China and reward individuals for stealing proprietary information. Under the terms of Lieber’s three-year Thousand Talents contract, WUT paid Lieber $50,000 USD per month, living expenses of up to 1,000,000 Chinese Yuan (approximately $158,000 USD at the time) and awarded him more than $1.5 million to establish a research lab at WUT.

In return, Lieber was obligated to work for WUT “not less than nine months a year” by “declaring international cooperation projects, cultivating young teachers and Ph.D. students, organizing international conference[s], applying for patents and publishing articles in the name of” WUT.

The complaint alleges that in 2018 and 2019, Lieber lied about his involvement in the Thousand Talents Plan and affiliation with WUT. On or about, April 24, 2018, during an interview with investigators, Lieber stated that he was never asked to participate in the Thousand Talents Program, but he “wasn’t sure” how China categorized him. In November 2018, NIH inquired of Harvard whether Lieber had failed to disclose his then-suspected relationship with WUT and China’s Thousand Talents Plan.

Lieber caused Harvard to falsely tell NIH that Lieber “had no formal association with WUT” after 2012, that “WUT continued to falsely exaggerate” his involvement with WUT in subsequent years, and that Lieber “is not and has never been a participant in” China’s Thousand Talents Plan.


1/28/20: Yanqing Ye - People Liberation Army #

Yanqing Ye:
According to the indictment, Ye is a Lieutenant of the People’s Liberation Army (PLA), the armed forces of the People’s Republic of China and member of the Chinese Communist Party (CCP).

On her J-1 visa application, Ye falsely identified herself as a “student” and lied about her ongoing military service at the National University of Defense Technology (NUDT), a top military academy directed by the CCP. It is further alleged that while studying at Boston University’s (BU) Department of Physics, Chemistry and Biomedical Engineering from October 2017 to April 2019, Ye continued to work as a PLA Lieutenant completing numerous assignments from PLA officers such as conducting research, assessing U.S. military websites and sending U.S. documents and information to China.


1/28/20: Zaosong Zheng #

Zaosong Zheng:
In August 2018, Zheng entered the United States on a J-1 visa and conducted cancer-cell research at Beth Israel Deaconess Medical Center in Boston from Sept. 4, 2018, to Dec. 9, 2019. It is alleged that on Dec. 9, 2019, Zheng stole 21 vials of biological research and attempted to smuggle them out of the United States aboard a flight destined for China.

Federal officers at Logan Airport discovered the vials hidden in a sock inside one of Zheng’s bags, and not properly packaged. It is alleged that initially, Zheng lied to officers about the contents of his luggage, but later admitted he had stolen the vials from a lab at Beth Israel.

Zheng stated that he intended to bring the vials to China to use them to conduct research in his own laboratory and publish the results under his own name.


3/10/20: Dr. Lewis- West Virginia University Professor #

Dr. James Patrick Lewis:
Lewis, age 54, pleaded guilty to a one-count information charging him with “Federal Program Fraud.” From 2006 to August 2019, Lewis was a tenured professor at West Virginia University in the physics department, specializing in molecular reactions used in coal conversion technologies.

In July 2017, Lewis entered into a contract of employment with the People’s Republic of China through its “Global Experts 1000 Talents Plan.” China’s Thousand Talents Plan is one of the most prominent Chinese Talent recruit plans that are designed to attract, recruit, and cultivate high-level scientific talent in furtherance of China’s scientific development, economic prosperity and national security.

These talent programs seek to lure overseas talent and foreign experts to bring their knowledge and experience to China and reward individuals for stealing proprietary information.

“Lewis defrauded a public university into giving him leave, so that he could satisfy his competing obligations to a Chinese institution, which he hid from the school,” said Assistant Attorney General for National Security John C. Demers. “I applaud the increased focus of the academic community to detect conflicts of interest and conflicts of commitment.

Only with more transparency will we stem the tide of covert ties to Chinese institutions and programs, ties meant by the Chinese government to result in the transfer of intellectual property from the United States.”

While speaking at a forum on pandemic preparedness at Georgetown University in 2017, Dr. Anthony Fauci said that President Trump will be faced with a surprise disease outbreak during his time in office.

Anming Hu has been on the faculty of UT Knoxville’s Department of Mechanical, Aerospace and Biomedical Engineering since 2013.

But, prosecutors said in an indictment unsealed today, he was also a faculty member at the Beijing University of Technology’s (BJUT) Institute of Laser Engineering, pursuing research sponsored by the Chinese government, and actively hid the affiliation from UT officials.

According to court documents, prosecutors say NASA would not have given any funding to UT Knoxville and Hu had the space agency been aware of Hu’s affiliations in China. Hu’s research was supported by $110,000 in federal contracts.
